Before founding PRE, William Harris spent more than 15 years inside Georgia county assessor offices — not challenging assessments, but setting them. As a Chief Appraiser, he is responsible for determining the taxable value of every property in his jurisdiction, from single-family homes to multi-million-dollar industrial facilities.
He led a full-county revaluation that brought assessment ratios into compliance with the Georgia Department of Revenue — maintaining that compliance for three consecutive years. He built valuation models, trained staff, defended values before Boards of Equalization, and saw firsthand how the system works from the inside.
That experience is what makes PRE different. William doesn't guess what assessors look for — he knows, because he used to be one.
